What is the best digital on the market today?  I want to up grade and want the best but I want one I can afford.   My price range is between 200 and $400... LOL I know that wont get much but thought I would ask.

I am not sure which is the best, but I would research it online at some of the retailers websites. Walmart has some great products for really good prices. Mine is a simple cheap one and it is not that great. I am looking as well to get a better one.

this is very much personal choice and preference. and first of all you should be clear about for which purpose you want the camera? do you want to do occasional photography for any party or function. or you want to get into professional photography.
And considering the todays market, there are loads of choices, so you just need to be clear from your end about your requirements.

I would think that you could check out various brands and cameras on Consumer Reports.com. I would love to have a great digital camera that is wonderful for both professional and occasional photography. But, alas, I cannot afford to invest a huge amount of money at this moment so I have to go with the best brand that I can afford.

As far as I know the best digital cameras in the market now are Sony and Canon. Both of these products dominate the market. They have awesome resolution and clarity.

I always go with Kodak products. I don't think you can go wrong with a Kodak- I like the easy share the best. I'm a bit partial anyway- I live near Rochester, NY (headquarters of Kodak). I own 2 digital cameras- both are Kodak's.
